While the Affordable Care Act’s individual mandate has ended because of the repeal of the penalty for failing to carry health coverage unless exempt, some states are stepping in. Massachusetts has had a mandate in effect since 2006. New Jersey and DC enacted mandates that took effect this year. Vermont’s mandate takes effect in 2020.
