The Small Business & Entrepreneurship Council has released the 21st edition of the Small Business Policy Index 2017. This index ranks the states on policy measures and costs impacting small businesses. Of the 55 measures, 27 are tax related. The top 5 states: NV (#1), TX, SD, WY, and FL. The bottom 5: CA (#50), NJ, NY, MN, and VT.
