Introduced in Congress last month, this measure (S. 3291), would make a number of favorable changes impacting taxes, regulations, government contracting, and more. It would increase the write-off for startup costs from $5,000 to $20,000 and it would increase the percentage of government contracts allocable to small businesses from 23% to 30%. However, likelihood of passage in this session is small. It may be a good blueprint for legislation in the next Congress.
