Generative AI can create written, visual, and audio content for users upon request. A House Small Business Committee report said “small creators are not only having their work used without compensation, but also seeing their work improve the [AI] software that could push them out of business.” Proposals for protecting small content creators include: (1) a statutory mandate for GenAI firms to disclose the unlicensed contents of their training datasets; (2) creating licensing and opt-out schemes for the use of online content in GenAI training; (3) government-made training datasets; and (4) watermarking GenAI outputs.
