On October 7, 2021, the Council on Environmental Quality (CEQ) issued a notice of proposed rulemaking to modify its regulations implementing the National Environmental Policy Act (NEPA). The proposed rule would expand the definition of “effects” that federal agencies would have to consider when formulating an environmental assessment or an environmental impact statement.
