The Clean Energy for America Act, which has passed the Senate Finance Committee, would require at least 15% of total labor hours of construction, alteration, or repair work on any applicable project be performed by qualified apprentices. What’s more, the ratio of apprentice-to-journeyworker would have to meet a standard set by DOL or a state apprenticeship agency. Additional requirements would apply to certain energy projects.
