The National Taxpayer Advocate’s 2015 annual report noted that during the period between the government’s fiscal year 2010 and fiscal year 2015, appropriations for the IRS was reduced by about 10%, but during the same period its user fees paid by taxpayers rose by 34%. The report suggests that these fees impede the IRS mission to help taxpayers voluntarily comply and pay their taxes. With the IRS budget up considerably for FY 2016, will user fees go down?
