The cost of a first-class stamp (including the forever stamp) declines to 47 cents (down from 49 cents). The higher rate had been allowed under exigent pricing rules, which have now expired. The cost of some other postal services that had been subject to a surcharge also decline today. Congress could extend or make these rules permanent.
