A bill introduced in the Senate—the Economic Freedom Zones Act (S. 1551) —would provide tax incentives for investing in bankrupt or economically-distressed areas. Individuals and corporations (income not exceeding $500 million) located in designated areas would pay only a flat 5% rate and a zero capital gains rate. Also the Social Security payroll tax would be 4.2% for employees, employers, and self-employed individuals.
