The IRS program for certified professional employer organizations is a voluntary program for companies handling payroll administration and tax reporting on behalf of business clients. These companies must submit an application to the IRS under penalty of perjury, pass certain background checks, and pay an IRS user fee. The IRS has already approved more than 80 CPEOs.
