A bi-partisan bill was introduced in Congress to provide a national framework for taxing digital goods (e.g., mobile apps, electronic music, and e-books) and digital services (e.g., VoIP). The Digital Goods and Services Tax Fairness Act (S. 3581) would create a destination-based sourcing rule for states to follow in imposing sales and use taxes on these digital transactions.
