If employees clock in a little before or after their expected starting time, the U.S. Department of Labor says it’s permissible to use rounding as long as certain conditions apply: the employer does rounding in a neutral manner and, if the time is from 8 to 14 minutes, rounding is done to benefit the employees (i.e., this is an additional quarter hour).
