If you use paycards for employees who do not have a bank account, be sure to comply with new rules on certain disclosures. A final rule from the federal Consumer Financial Protection Bureau on payroll cards (“paycards”) takes effect today. Also check for state laws on paycards. For example, Kentucky and Pennsylvania have laws on the books and a few other states are considering them.
