The best 10: (1) NV, (2) SD, (3) TX, (4) WY, (5) WA, (6) FL, (7) AL, (8) OH, (9) CO, and 10) AK. The worst 10: (41) CT, (42) OR, (43) VT, (44) ME, (45) NY, (46) IA, (47) HA, (48) MJ, (49) MN, and (50) CA. AZ, IN, KA, NC, ND, and NM have improved their tax climates and/or are in the midst of doing so.
