The Regulatory Flexibility Act of 1980 was supposed to protect small businesses from burdensome regulations; it has failed. The newly proposed law would require more analysis of proposed regulations and give greater opportunity for small business input (more than what can be done under current law). In effect, small businesses want to know “what’s it going to cost me?” before any federal regulations are finalized.
