The 18 state-run SHOPs had enrolled only about 76,000 individuals — including employees, their spouses, and dependent children — in plans purchased through nearly 12,000 small employers, as of June 1, 2014, for most states. Premiums were about the same within and outside of SHOPs. When all SHOPs permit online enrollment, will things change??
