New York became the first state to set standards for virtual currencies by adopting final regulations on June 5, 2015. A license (“Bitlicense”) is required for issuers; they must provide substantial financial disclosure, meet certain capital standards, and document all currency transactions. At present, there are no federal standards or requirements. However, the IRS has ruled that bitcoin is property and not currency.
