The IRS announced it was eliminating the Appeals arbitration program, which was established in 2006, after a number of years of pilot programs. The reason: During the 14-year period in which arbitration was available, only two cases were settled using arbitration. Small business can still use fast track mediation to resolve disputes with the IRS without resorting to litigation.
