The SEC has adopted rules to facilitate equity crowdfunding. The rules are designed to allow small businesses to raise capital online without SEC registration (although they must use SEC-approved funding portals); they spell out investment limits and restrictions for investors. The forms enabling funding portals to register with the SEC will be effective on January 29, 2016.
