According to the Tax Foundation’s review of IRS data, the top 1% of individual filers (1.365 million returns) paid 37% of all federal income taxes in 2011. This group is comprised of taxpayers making $1.71 million or more. This group paid an average tax rate of 23.5%, compared with the average rate for all filers of 12.54%.
