Additional tax breaks for health care?

Bills in Congress would help individuals pay for coverage. H.R. 1169 would raise the deduction limit for health savings account (HSA) contributions to the cap on deductibles and out-of-pocket costs (e.g., in 2015 this is $6,450 for self-only coverage and $12,900 for family coverage). H.R. 1185 would increase the annual limit on medical FSAs to $5,000, plus $500 for each dependent. Chances of enactment: ??
