The Tax Foundation’s 2014 Index measures the degree to which the 34 OECD countries’ tax systems promote competitiveness through low tax burdens on business investment and neutrality through a well-structured tax code. The top 3 countries: Estonia, New Zealand, and Switzerland. The U.S. has the 3rd least competitive tax code.
